Most bathroom work is interior and touches neither floodplain rules nor historic review. Two things change that. Relocating a fixture means new drain and vent runs, which is permit-triggering, and a new exhaust penetration through a wall or roof is an exterior alteration — which matters if the property carries a local historic designation. Confirm designation status before assuming a vent can go anywhere convenient.

Citywide guidance cannot tell you whether your parcel is designated, what the permit path is for moving a drain, or what is behind the tile. Check the designation with the city and the plumbing scope with whichever provider you choose, before demolition rather than after.
